Create Wikipedia entry for ACS

Create a Wikipedia entry for ACS and the ACS-Community. It should contain a history overview, current users and technical description, in addition to links to official sites and ways to collaborate.

A first draft version should be created in a sandbox area to iterate feedback from the community.

@guigue I just saw that ACS is already on the summary page for the ACS abbreviaton on Wikipedia (https://en.wikipedia.org/wiki/ACS). I am curious what the current status is and where I can find the sandbox area where we can contribute.
