request: rootfs only mode

Install to a rootfs only.

The goal is to make a somewhat portable rootfs/tarball that users can use for various things, Manual bootstrapping, chroot, containers etc. This can help users who use unique dualboot solutions.

Having a dedicated mode for this would help prevent the host system from breaking if generated somewhere else.

Is moss repo add <the repo> -D <the root> && moss it <the packages> -D <the root> insufficient for this use case...?

it can get most of the way, but things like account creation and setup wont be handled. I don't personally mind handling this for myself, but it can be... cumbersome to say the least for others.
