Fix JAVA_HOME detection when multiple JDKs are installed

We need to find the one with version 23 and use it. Multiple JDKs in the PATH can cause an error where an older version is used.

Also, if javapath is the only folder present in PATH the build fails (C:\Program Files\Common Files\Oracle\Java\javapath)
