For [this](https://github.com/Azure/autorest.typescript/tree/5a530edf57ba6fb47671003605610d01f970548e/packages/typespec-test/test/loadtesting_modular/spec) spec, with TCGC new multiple services support, the API version enum missed the preview version enum value.
