Fix and Re-Enable Report Spreadsheet Integration Tests

The spreadsheet integration tests, `test_spreadsheet.py`, were broken by the emergency work on the reporting for CELTS. The reporting functions are now correct (as far as we know), but the tests need to be updated to fully test them and then re-enabled in the build once they are succeeding.
