Feature request: Add a broadcast delay

Is your feature request related to a problem? Please describe.
Not really a problem but i don't want to have my chat filled with votes every few seconds.

Describe the solution you'd like
Add a Config entry with BroadcastDelayInMinutes where we can enter a number (in minutes ofc), which 0/-1 is disabled and >= 1 is used as a minute.

When broadcasting multiple sites at once, sent it like this, otherwise fallback to its default entry.

(Current BroadcastMsg)
- Sitename 1
- Sitename 2
- Sitename 3

Actually this is not what i mean. It's something different.
Currently BroadcastMsg: '&6[&4Broadcast&6] &2Thanks &c%player% &2for voting on %SiteName%' broadcasting the sites one after another.
It should collect all the voted sites in an Array and sends that at once.

e.g

[Broadcast] Thanks Razuuu for voting on VotingSite1
[Broadcast] Thanks Razuuu for voting on VotingSite1

will be:

[Broadcast] Thanks Razuuu for voting on:
 - VotingSite1
 - VotingSite2
 - VotingSite3

You could disable the broadcast message and add one in the AllSites reward
