Milestones - sometimes working and sometimes not

Describe the bug

So when people vote - I've setup vote ranks which uses the built in milestone function.
I can see with the broadcasts that it works for people - and it doesnt have to do with misconfiguration as one
milestone can be reached by someone but then not be reached for someone else.

To Reproduce
Steps to reproduce the behavior:

Hits milestone - but it isn't triggered.
Even when /av resyncmilestones it doesn't work.

Expected behavior
For the function to work normally.
And the resyncmilstones to actually work aswell for the few times it would happen that it doesn't register.

/av resyncmilestones just makes milestonecount match alltimetotal, won't give missing milestones until a vote to trigger the check

What are the players milestonecount for those that don't work?

157 should have gotten the 150 milestone.

And one other had 9 votes - should have triggered milestone for 5 votes

When you view their data what does it show GottenMilestones as?

You can just do /av user (player) viewdata in console and send it
