Is UV-CDAT using libcf?

@doutriaux1 , just wondering if `UV-CDAT` is actually using `libcf` in some way, and if this project has plans for further development?

Just asking because from time to time people ask about C libraries for working with CF compliant files, and also for working with NcML.
