Roll in Lessons Learned in CVD for AI paper

We recently published a white paper

Lessons Learned in Coordinated Disclosure for Artificial Intelligence and Machine Learning Systems

We need to roll this content into the guide. It probably would make sense as a special topic parallel to https://certcc.github.io/CERT-Guide-to-CVD/topics/special/challenges/

Additional context

The paper itself already has some content that originated in the guide with, for example the IoT and CVD content https://certcc.github.io/CERT-Guide-to-CVD/topics/special/iot_cvd/ but much of it is original to the new paper.

It's a long-ish paper, so it should be broken into sections.

It's also possible that the structure we chose (Failure Mode Effects Analysis applied to the CVD process) could make for a good organizing principle for some of the other content already present in the guide too. (Maybe Understanding or Troubleshooting fits this model.) We should consider that when we roll this in too.
