remove privileged lport flag from rust implementation

The privileged flag was removed for lports in the c CNDP libraries in this PR and a new flag called xsk_pin_path was also added.

The privileged flag is automatically configured if the xsk_pin_path or the xsk_uds configurations are configured,. the same should be done in rust
