Add a param to allow one to specify the queue to the jsonc configuration file

The ethtool configuration has moved out of the device plugin configuration and into the network attachment definition. This means that the variable that used to be set as an env var to indicate the queue in the script is no longer there. So modify the script to take an argument that can be configured at run time.
