API2: Write checkForUpdates

go to the city's open data set via an api and see if the dataset has been updated since it was last reloaded.... return boolean; true it has been updated since last import. and false if its not been updated since last import.

I've merged the code to make the api call and check the response, just need to figure out how to store the last updated timestamp so that it is not hardcoded.
