Refactor SocketIO

• only broadcast messages to rooms people are currently listening in using socket.io rooms

in https://github.com/Discreetly/server/tree/validate-message-refactor, this was mainly a frontend issue why it wasn't working, but I updated the backend also to match. This needs to be tested still though
