Locomotive Stopping When crossing nether portal.

Steps to Reproduce:

1. Build a railroad in the overworld going into the nether (also build small railroad on nether so the locomotive can move)
2. Register the locomotive:

3. send it to the nether:
   

Notice that the vehicle stops even though there is enough speed and a railway for it to continue.
The Bug only happens if the vehicle is registered. When it's not registered (does not load chunks) it continues through the railway without further problems (other than the need for someone or something to load the chunks both in the nether and the overworld)
