Variable Fee

As a user I want to be able to specify a variable fee to prevent metadata inference.

• Wallet will have a slider to set the NavTech fee
• Fee amount will be attached to the encrypted data
• Incoming server will minus the user specified fee otherwise default to the server set fee.
