Migrate `DatabaseReplica` to v2

This component was previously used standalone but should now be part of the larger database module.

Key deliverables:

- Move the component to the database module.
- Pass whole VPC component as a parameter.
- Enable configuring `autoMinorVersionUpgrade` parameter.
- Extend the database builder with the functionality to create database replica.
- Add to database integration test suite.
