Azure Notebook version of FSharp Tutorial so it's easier to set up

A good fallback for those who are struggling to get the tutorial set up, a hosted version that only requires a web browser.

I think a notebook version in general is pretty cool, I wonder if we could package this up with FAKE so users can install it quickly themselves as a local notebook?
