I wouldn't expect, at least on a restart, that Inactive controllers will be checked for comm.

Could you share the full fppd.log - think I can see what's happening - are you also seeing a UI warning with "Could not resolve host name wled-floods.local - disabling output' ?

If I restart FPPD when my floods are off, yes, I get that message. My Player is on all the time and I'm constantly testing, but all my ctrls are on timers.
