FPP 9.4 switch UI to developer requires a reboot

Simply switching UI should not require a reboot. IDK if it does for other settings

I'm not seeing that behaviour on master branch - I can jump between UI levels and not getting any reboot warning

Correct. Seems to be only the first time from a fresh install. I tried switching back to Basic and the Developer and it didn't ask again. Seems to be only first time.
