Function to clean EQ of object defined in BDS

Used in ENTSO-E processes.

Should work both by ID and Name (defined name field)

1. If model has BDS data with same ID-s, then to clean it (Base Voltage, TN, CN)
2. If model has objects with different ID, but same name (maybe in case base voltage, with same voltage value?)
