Story:
As a User
I want to be able to disable the sending of an email notification during assignment change
So That my team members do not get spammed with numerous notifications during mass changes.
Acceptance Criteria:
- AC1: Should be deselected by default - checkbox
- AC2: Should send an email to new assigee if selected after change is persisted.
