[FEATURE REQUEST] extend the continue video playback Feature to same tab scroll

Please consider, if possible, to extend the continue video playback feature upon tab switch / minimize focus lose to also do the same when scrolling down in the same original tab (for example to description or reviews) where it will still pause immediately when the lower bottom of the Video Player UI is outside the page.
Steam also seems to have no native Picture in Picture mode,
making this behavior annoying when wanting to research a game, especially with longer videos.

I played with this a little bit and I can't get it to work reliably. I assume Steam uses intersection observer and stops video based on that. We can use the same, and try to re-start video after Steam pauses it, but that will introduce small stutter to the audio and it also depends on in what order the events fire, so it doesn't work reliably enough for me. If anyone else has better idea, I'll be glad to hear it.
