Installation Troubleshooting - LocalStorage Replacement #46

I'm running through the Winterbreak jail breaking tutorial for my PW4 (5.16.10.0.1) but running into some issues. I'm trying the troubleshooting steps but can never generate the requisite cache directory in step 6. I'm curious as to what the actual conditions are for generating .active_content_sandbox/store/resource/LocalStorage to see if I can generate it consistently as I haven't been able to up to this point. I doubt it's space limited, but I am also using the linked filler script to prevent updates from installing. Thanks!
