The current ACL structures are awkward to work with, especially where those components contain groups, users from history, or users from metadata. Helper methods to flatten these into "effective" permissions would make them much easier to work with.

Any implementation must support the variety of types of permission structure that the ACLs can support, and must be implemented in such a way that it is identical to the logic used by the core product. May be difficult for an external developer to implement.
