A new Custom Main Menu

A lovely new menu when the player connects to the server. It will aim to streamline the process of the player getting started at KCRP and to hopefully make it "more simpler".

Features

The Main Menu should allow the player to:

• Enter into the game
• Create and manage their characters
• Create and manage their vehicles
• View their global and character statistics
• Customize their settings
• Exit the server

These tools (especially vehicle and character customization tools) should utilize the new API routes to streamline the process and replace the need a CAD for citizens (of course, LEO, Fire, EMS, and business use will still exist for the CAD).
