proper registration / check in flow for new users

Please describe your issue.
if the user checks in using a qr code, and doesn't have a session cookie saved, the web backend should redirect to register.html

Describe the solution you'd like

• check session header
• redirect to register.html if session header not recognized

bonus points

• on successful registration, the page also sends a check in
