go-web.bat does not launch webUI

Running go-web.bat launches, stating that the UI is available on port 7897. Visiting localhost: 7897 fails to load, ERR_CONNECTION_REFUSED, and then I see this:

I try killing whatever task is running on port 7897, there is no task running on port 7897. I try disabling my firewall, nothing. I try running as administrator, nothing. I've tried restarting, I've tried reinstalling multiple times. This happens both with the original repo and this fork. Is this happening to anyone else?
