Clean up the YAML situation

Remove ruamel.yaml or pyyaml, we shouldn't be using two separate yaml libraries. Preferably rip both out and resolve the general config file situation (its not clear to me why MKID Core needs to have config file parsing abilities).

The difference between ruamel.yaml and pyyaml is that the former uses the YAML 1.2 standard and the latter uses the YAML 1.1 standard. I think I need to make a test to see whether ruamel.yaml can be used to open a YAML file made with pyyaml.

The YAML spec didn't change in a way that looks likely to cause issues for us, that being said yaml is very cursed, so its possible. ruamel is a C library with a relatively small dev team and seems fairly likely to be a maintenance burden going forward so I would personally vote for removing it in favor of pyyaml which is a defacto standard.

All that being said the config file format appears from the outside to be a pretty consistent footgun to me as its quite complex. For configuration itself I personally think JSON, TOML or a simple python file (like what jupyterhub has moved to) would be more appropriate as those can all be done using the standard library.

In addition the "config" subsystem appears to be used for adhoc serialization at several points. I think that JSON, npy/npz files, parquet files, or protobuf files would generally be a better choice for serialization.

All that being said I think that given how much tech debt we have here this issue will take a long time to resolve if it ever is
