Resume failed download #22
Description
I've been having a lot of troubles with cases where download is broken (especially when downloading from wasabi), if I restart pipeline it creates new file and starts all over (e.g. creates hg38.fa.gz.1 and downloads again). Sometimes also when I get package related error (some conda dependencies) and rerun pipeline after fixing, it triggers downloading some files again, which makes it really hard to troubleshoot and slow. Would be great if CAP2 could continue download db files.
