Glow lichen is broken with axe instead of shears when auto tool is enabled
This can be considered a bug or a feature request depending on the goal of the prefer silk touch setting
Steps to reproduce
- Enable auto tool
- Put axe in hotbar
- Mine glow lichen with shear
- It will be mined with axe

1.21.11-24 and 1.21.4-42
Minecraft Version
1.21.11 and 1.21.4
