Cannot add user to DocumentCloud project even if they are part of my org if they haven't yet logged in

This should probably prompt the user to log into DocumentCloud to join the project, instead of failing outright. Flagged by support as a common issue.

This seems common enough that it is worth changing it to automatically create the account on DocumentCloud before they log in

Automatically add users to DocumentCloud if they're in a verified organization. Maybe also automatically add if someone in your org is using DocumentCloud, but that might be too complicated.
