bug: wrong services status

Describe the bug

• state.services[..]status won't update after service started.
• Mark service status to running after creating instead of service initalized.

Steps to Reproduce

Starting service by access service forwarding API.

Expected Behavior

• state.services[..]status update after service started.
• Mark service status to running when service initalized.
