Enable oada to scale horizontally

We should be able to spin up more write handlers and http-handlers on the fly and make an arango cluster.
This will introduce eventual consistency that we need to think through. Some get requests will return stale data. OADA requires that we always increment the dev by exactly one, so need to know the true current dev.
