Add Naming functionality to the Omni Protocol

The issue of adding some form of Naming support to the Omni Protocol has been around for over a year, but some of us have been discussing it lately. This is a new issue to track that discussion.

Previous issues include:

Perhaps one or more of these issues should be closed as duplicates.

There are probably a few duplicates here. Many issues are not error descriptions, but feature discussions. It would be a start to categorize them in my opinion.
