Returning OBP-20006 error when permission is already granted

Permission of CanUpdateAccountApplication has already been granted to the user and exists in the mappedentitlement table but a call to update the application status returns with the error {"code":403,"message":"OBP-20006: User is missing one or more roles: CanUpdateAccountApplications"}. Wondering if there was an additional configuration that got missed?
