[IATI] Ruleset errors - rollup results (as per schema errors) #1356
Description
With some files there are lots of ruleset errors - eg:

It's quite difficult to parse the results of this , given that all the issues are presented at once.
It would be useful to show the "first 5" on screen (as we do for schema issues), and then give the user the function to see the rest in a popup modal box (as we do for schema results)
This can apply to seeing the ruleset results by the specific rule. It does not need to apply when viewing this by activity
