Add content about codelist management

There was a to-do in the Markdown files (moved to #27) to add a section on codelist management to the data modelling and schema development page.

I'm not sure exactly what type of content was intended, nor if that page is the best place for it.

We can use this issue to work what needs to be documented and where.
