Error 209622

When I open patched wii shop channel, after some seconds of loading it shows error 209622. No requests was sended to oss-auth, but wii queries dns for oss-auth and r11.o.lencr.org. After quering r11.o.lencr.org it sends ocsp request to it and then shows an error 209622. Also wii shop channel works with charles, but ecs and ias soaps doesn't work (charles shows that ssl handshake failed)

After I disabled ssl proxying for ecs and ias in charles and made nodejs http proxy with tls v1.1 support, ecs and ias started working, but without charles I still get an error 209622
