[Bug]: looks like the release & tag & changelog got out of sync

Describe the Bug

the changelog shows v8.10, but the packages have v8.9 and v8.11, but not 10.

Expected Behavior

if we can make the repo match what's published, that would be rad.

For these next releases, I’m going to update the automation to do the changelog/tag/release similar to how we do the others now, so will make sure this gets fixed.
