Trigger mirror sync on changes

When changes are made to the base repo at OSUOSL, the mirrors (or at least the one at voxpupuli.org) should immediately sync the changes (additions, deletions, or changes). This will allow us to use the voxpupuli.org URL in the repo files rather than overlookinfratech.com.

If it’s easier, triggering a sync manually is okay. We just need to be able to do it at release time so we don’t have to wait to make the announcement.

At the moment we pull hourly: https://github.com/voxpupuli/controlrepo/blob/production/site/profiles/manifests/download_server/rclone.pp#L49. I don't know how much overhead it is to pull more frequently. We don't have an api or similar to trigger syncs at the moment.

Also, if we were to just up the sync frequency, what would be the longest acceptable delay?

It’s not end to end automated yet. It’s maybe 50% done. But if I can just hit a webhook manually that triggers the sync, that’s enough for now. Also hourly is fine. I can be patient and wait to announce it. But we will for sure run into the thing Perforce did where everyone will see it before it’s announced. 🙂

We aren’t going to want mirrors to be out of sync for very long anyway if we intended to load balance via mirrors or whatever our future plans are, so I think a webhook we can hit manually for now and automatedly later makes most sense to me.

For now, I'm just going to manually trigger a sync when a release happens. Later, we can set up a webhook or action or something to do this. As of today, the repo package files now point to the voxpupuli.org mirror.
