Process for requesting updates to label on a vocabulary

Is your feature request related to a problem? Please describe.
We need to make a change on label, e.g., an OSU affiliated group has changed their name, and that needs to be reflected in the drop downs on ScholarsArchive.

Describe the solution you'd like

1. We need a clearly defined process for submitting these types of changes
2. The upshot is that we need the old label to be documented and kept, BUT
3. We would like the old terms to be removed from the SA@OSU dropdown choices.
