[BUG]: Function call access key creation

Description

Cannot "complete subscription", fails to create submission.

Console log says:

Acceptance Criteria

• Access key is created and request is made to shade agent, request should have near signature to validate
• Shade agent saves private key to local, private, encrypted storage Receive and save access key to private storage ping-subscription-service#11
• Subscription is created... something reflects on frontend @Jayythew
