Issues with target cat V1

As pointed out in d4053bf, the target cat V1 still has some issues, that need to be adressed in future

• no signal mask after 00UTC too long
• correctly applying the fog, low snr and quality_mask
• fixing the colormap (there should be python code already available
• checking the cloud mask (probably threshold not working?)

However, the optical products seem fine
