List certificates

As admin who is maintaining server: add functionality to be able to view any certificates

@mrry550 In regards to Mr. White's comment I believe that is what @themurph is describing with #2.

To clarify, this is specifically to produce a list of certs that are known. It will need to have functionality to see all certs by user, by environment, or by environment & user.
