Restructure the text about local rent control ordinances

Issue: When a user enters a zip code with a city that has local rent control ordinances, some are ignoring the page that says that their city has local provisions & continuing with the state-wide eligibility flow

Solution: Condense the text and highlight/bold the fact that they are covered by their local rent control ordinances, and that the state-wide provisions may not apply to them
