It won't be superfluous to add a top bar which would consist a field with URL, reload button and tabs view button.

i would make it a bottom bar, exactly like safari has, with exceptions:

• visible only when use first opens page, then it's disappears with animation, leaving a subtle hint where is invisible button is located (right bottom corner)
• invisible button calls up a bottom bar animated. it's located under bottom bar and not interactable when bottom bar is visible
• button to call up a side panel located at the same place on bottom bar as bottom bar call up button
• side panel becomes "from the bottom panel.
• address bar does not change its position when side panel moves up
