KeyStoreService should use secret

For services outside of the API like integration proxy they should be able to decrypt with the secret key defined in the k8s cluster using the file as a backup

The goal of this is to ensure that if we are encrypting content across containers ( like the integration proxy ) they have access to the same decryption key.
