Add a specification for detection of added nodes to the cluster #257
Description
Tendrl should detect the new nodes added to the peer list from CLI and mark the cluster for auto expansion. Later tendrl would automatically expand the cluster based on this detail.
The specification for expansion of cluster is tracked under #254
@r0h4n as discussed please take care of this portion. The other specification regarding the expansion of the cluster, I would take forward.
