Our Publish script should exit early if there is no Package.json update #45
Description
Right now, "whether or not Package.json's version has been updated" is checked in the NPM PUBLISH step, which occurs after our tests and build.
Ideally, we should check this at the top of the workflow, and exit early if there has not been an update, rather than running our tests each time.
