Bucket creators can teardown buckets for some refund. #48
Description
What is it?
Users whose bids create new buckets will be marked as the bucket creators. After the sale has been finalized, the users should be able to destroy the bucket they created to claim some partial (or potentially full if many bids are in the bucket) refund. The refund phase should be fixed after which we allow any users to tear down any buckets to remove unnecessary storage in Ethereum state.

How long should this period last? 1 day, 1 week, 2 weeks?
